The Romans were particularly civilised in Law and Order and constructing buildings and infrastructure of them like drenage, and water supplies.

What makes the Romans civilised?

They had an army who had sophisticated uniform. They cooked their food. They cared for their hygiene and washed in the roman baths. They enjoyed entertainment like plays, Chariot Racing and dancing. They worshipped many gods and even had a god of doors!

The Romans were civilised for many different reasons. These include:

  • They had sewers. These sewers were built to last and some, like in York, are still used today. Also, the sewers meant much better hygiene.
  • Toilets. The Romans had excellent toilets that had neat stone seats. Although you could be sitting with more than twenty people at a time, this was the custom of the day. Also, toilets had hand basins for handwashing.
  • Fresh water supplies came into each city. This shows that they were very hygienic. Each person could have up to one cubic meter of water a day - more than most cities today.
  • Building works showed how civilised the Romans were. Many of their buildings were amazing - just look at the coliseum.
  • Finally, Romans law. Their law was very advanced for their day.

Civilized means people who live in cities (from Latin civis :: a citizen). Uncivilized people live in tiny villages, without proper roads, or running water, or any kind of a centralised government.

Once people have sufficient social organisation to live in cities, they are civilized.

In some ways, the Romans were civilised. They were civilised in their architecture and infrastructure. It can normally be argued that Romans were uncivilised when it came to Gladiator fights, but really how different were they from Rugby/Wrestling. In rugby the idea is to tackle the other player and win. In gladiator fights the idea was to fight the other player and win (your life). So you could say that the Romans were civilised in a lot of aspects but uncivilised in others. There really isn't a black and white answer.

(Yes, I know that this answer is biased but there are two sides to it.)

One could argue that they were. They were brutal and therefore uncivilized in the fact that they killed many lesser civilizations. But they also were civilized, they were the first civilization to have public toilets that went through the city in pipes which was very sanitary for the age.
