By 1917, the Russian Revolution caused them to focus on civil issues such as the new Provisional Government and Lenin's Communism efforts, so their ideas focused more on that rather than thoughts of war. They didn't have enough materials or good enough armies to stay IN the war for much longer, however. They had already lost 7 million men at this time.
