The border states did not like the slavery and they got very upset and from my side of an opinion I would think theyn would of left the union but then they stayed in the union and they helped stop slavery. The swtates allowed slavery yet they have remained in the union.
No one really stayed neutral. Many border states wanted to stay out of it because they were caught in the middle, but it wasn't a case of refusing to participate, because as border states, the war was being fought on their land. Even Kentucky, who issued a Declaration of Neutrality, had to choose sides when the confederacy invaded their state. Maryland also wanted to stay Neutral, but was unable to. Virginia got ripped apart (thus West Virginia) by the same conflict. 4 border states chose not to secede: Delaware, Kentucky, Maryland, and Missouri. That doesn't mean they were neutral, but they wanted to solve the Union's problems another way.
There were four border-states. that is, slave-states that did not join the Confederacy - Kentucky, Missouri, Maryland, Delaware. The local people, however, did take sides - very much so - all four of these states being deeply divided. Only one state was allowed to be neutral for a time, and that was Kentucky. When Confederates invaded, they were able to set up an alternative government, but it collapsed when the troops retreated. Missouri suffered guerrilla warfare throughout the conflict. Maryland saw riots at the beginning, but Lincoln had (illegally) jailed the pro-Confederate leadership of the state, and it stayed onside.

Not all of the US States had declared their loyalties before and after the US Civil War began. These States are referred to as the "Border States". Kentucky, as one example declared neutrality as one of the border States.
The strength of the Union is what caused the three border states to remain in the Union. The states had to take a look at the fighting sides and decide which they felt would benefit them the most at the end of the war.
The border states that wished to remain neutral during the Civil War were places that both sides could obtain goods from. Sometimes, there was conflict but most of the time the soldiers got what they needed and left.
Washington D.C. is located between the states of Virginia (on its southwest side) and Maryland (on its southeast, northeast, and northwest sides).Maryland and Virginia.
