Because initially, Great Britain and France were not strong enough to actually attack Germany. And Germany was hoping for a peaceful negotiations. Hitler did not actually believe that the Allies would go to war over the country of Poland.

The countries involved were Great Britain, France and Germany. The Phony War was actually not a war, but a lull in World War 2 which occured after the fall of Poland to Germany.
