Jesus message was not radical at all to the Romans. Jesus was radical to the Jews since they were Majority and start to interrupt the peace and flow of Money and questioned the Roman Authority. It ended up with the Destruction of Jerusalem and forcing hundred thousands into Exile and Slavery.

Jesus preached Peace and following the Authorities and paying Taxes to Caesar. He was not a Threat at all.

Martin Goodman (A World History of Christianity, The Emergence of Christianity) says that nothing Jesus was alleged to have preached was more shocking than is found elsewhere in Jewish literature of this period. In a tumultuous era in Jewish history, the teachings of Jesus simply were not radical.

In many respects it defied the old Jewish laws that the people of Isreal had lived with for thousands of years. People, if nothing else, are creatures of habit. It is very hard to change, and most of those that heard Jesus rejected His teachings.
