Because it was still in the honeymoon period of the war, when everyone thought it would be all over in a few quick actions. The horrors of actual combat had not registered with the civilian public, and the press and the politicians had been complaining tha there hadn't been any action.

So a whole lot of Washington families came out to watch the battle, as though they were on a picnic.

It turned to disaster. When they wanted to go home, they congested the roads that the army needed, and there was chaos and a virtual rout.
