You likely either have a computer with a BIOS made before 2002, or a Windows XP CD from before service pack 1. Before 2002, most BIOSs were limited to addressing a maximum of 127 GBB of space. LBA48 support was added later on to increase the limit to about 144 PB. Windows XP before service pack 1 couldn't query the BIOS correctly, so it was limited to 127 GB even if the BIOS wasn't.
