I could mean that either your partners mobile is turned off, on airplane mode, out of signal from a telephone mast, the mobile they are using does not work on China's bandwidth or the carrier that they are originally on in your home country does not have a contract with any of the carriers in China.
All you have to do is clear your dialled number list. click edit then delete or swipe to the left on the entry you wish to delete.
I expect the actual message is:"The number you have dialled is temporarily not in service."It means what it says. That it's a valid phone number, but that it's not working at the moment - probably because of a temporary fault.
