The most recent windows update no longer supports regular webcam use; it has to be a video call. They retired one-way webcam function

There is no program called "Lunix Messenger." There isn't even a program called "Linux Messenger." There are several different instant messengers available for Linux. Pidgin does not support webcams, while Kopete does. You need to specify what program you are using.

I'm going to assume you want to stop it from starting on startup? Your question isn't too clear. But, to stop Windows Live Messenger from starting on startup all you need to do is go to... Start > Run > MSCONFIG > Startup | then uncheck Windows Live Messenger and hit okay.
