were probably bitten by an animal that had rabies, and usually needs to be put down. if the dog already but someone, the dog will defiantly have to be put down, and the person will have to get a shot.

You don't get the dog put down, its not the dog, its the owner who made the dog that way by lack of training and negligence. Technically, you can have your dog euthanized for any reason, including "because I feel like it" - in the United States (as of May 2013) dogs are legally classified as protected property, so within the context of "not abusing, not neglecting" you can pretty much do as you want. However, you may have a difficult time finding a veterinarian or organization who is willing to euthanize your dog for this reason, and trying to euthanize at home without training and expertise is legally considered animal abuse. Ethically, this would depend upon what your older dog did to cause your puppy to be put down. Did the older dog attack the puppy, causing serious injuries? If so, you have a very good reason to have the older dog put down - it is dangerous to other dogs and you can't control it. Did the older dog infect the puppy with a disease such as parvovirus? This would not be an ethically sound reason to put the older dog down - parvovirus is a known contagious disease and there are vaccines available to help control this problem. Practically speaking, if you have a decent and ethical reason to have your older dog put down, your veterinarian is likely to be willing to do so for you, although you will be charged a euthanasia and disposal fee.

Why do pounds put down dogs?
Pounds put dogs to sleep because there is either over crowding of dogs in the shelter or pound or the dog is sick and can't be helped so they put it out of its suffering. I don't like the idea of putting down a dog that is perfectly healthy or any animal for that matter but they do it anyway. This is the best answer I can give.
