The "clock spring" is broken would be my guess.
On our 2000 Navigator, it's under the driver's side dash under the steering wheel.

There are a series of wires that run from the steering wheel controls to the radio. An electronic circuit could be used, to combine several controls into fewer wires.
The clockspring under the airbag is not connected or needs to be replaced! also the cruse control and radio controls in the steering wheel are probably not working
It doesn't control anything. It is the connection for the cruise switches, horn switch, radio controls(if equipped) and airbag that allow the steering wheel to turn and there to still be a connection.
There are a variety of steering wheels that are available for Cadillacs and they serve many functions. An individual may purchase a steering wheel with radio controls, cell phone control, or a simple traditional steering wheel.

The horn fuse is under the hood next to the battery. It also controls the power to the steering wheel's cruise control buttons. The fuse is 10 amp.
