Low beams are not working and high beams are. If both low beams out, probably not burnt out bulbs and probably is fuse or a switch problem. Could be the bulbs but doubtful.

The dimmer switch is adjustable. Take bolts out that support steering collum. Loosen screws that hold switch and slide it whichever way it needs to go to work.
To replace the dimmer switch on your Celebrity: 1. Remove the lower cover panel that runs under the dash. 2. Remove the trim panel under the steering column. 3. Remove the nuts/bolts that hold the steering column up. If your car has column shift disconnect the string leading to the shift indicator. 4. Lower the steering column. It is not necessary to remove the steering wheel. 5. The dimmer switch is on the side of the column below the ignition switch. 6. Disconnect the wire harness from the dimmer switch. Take out the screws and the switch will come off of the column. Note how it goes on the operating lever. Reverse the procedure to install the new dimmer switch. Check its operation before raising the steering column back in place.
If you have to hold the headlight switch out to keep the lights on, then the switch itself is bad. The switch should be a fairly easy part to replace.

Make note of how it comes off so you can put it back. 2. Remove the trim panel under the steering column. If you have a trunk release unplug the wires. 3. Take out the four bolts that hold the steering column in place, removal of the steering wheel is not necessary. Let it rest on the seat. 4. The dimmer switch is operated by a rod going up to the turn signal stalk. Take note of how it is attached. 5. Unplug the wire from the dimmer switch. 6. Remove the screws and take off the switch. If the replacement switch comes with any further instructions follow them. Reverse the steps to put it all back together.

That depends on the year. 1982 to 1986 used sealed beam headlights, 1987 to 1990 use composite headlights with halogen bulbs. If you have the earlier style: Remove the screws that hold the headlight door in place, then the four screws that hold the sealed beam in. Unplug the connector and reverse procedure to finish installation. Headlight may need to be re-aimed. If you have the later style: Reach behind the headlight and twist the bulb. It should then come out. Unplug the connector. Reverse the procedure to complete the installation.
