The are out of time. Remove the cowling so that you can see the arms that control the wipers. Somewhere in that system, a nut is loose and has allowed the whole assembly to shift or get out of adjustment.
the wiper motor is located under the cowel the black vent under the hood on the drivers side of the car pull the black tabs up and undo the wipers to remove the cowl

Then turn it off after it is put into park

Sounds like a bad Brake Light Switch. It's located on the steering column.
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
take car to autozone and ask them to read codes it wont cost anything and they will tell you what you need to fix it

i put a new windshield wiper moter in and the fuses are fine but my wipers still wont work
Yes, If the skylark in question came with a 2.4L. In which I belive it did. But if it came with something else,the wire harness wont reach/connect to where it is suppose to go, exhaust wont connect, computer will have different software, and many more problems....
check ground on wiper motor
