Many fuel filters have to be primed first. Check the shop manual for information on any special steps you need to take when performing what used to be a relatively simple task.
That's true but there is a particular issue with this model of truck and a certain set of filters. If the filter is blue, take it back to the dealer and get a white one. The filters aren't sealing properly and are allowing air to leak into the system. Review the manual but I bet if you have a fuel filled filter in place it should self prime and start right up.

If you mean that you will only be changing the filter, then.... 4 cylinder: start with 1/4 qt, will probably be closer to 1/2 qt. 6 cylinder: start with 1/2qt, will probably be closer to 3/4 qt. But if you mean you are changing the oil and the filter, then.... 4 cylinder: 4.25qts 6 cylinder: 4.5 - 4.75qts
Sometimes when you run a vehicle out of fuel trash in the bottom of the fuel tank can get picked up and clog the filter try changing your fuel filter and see if it will start.

You introduced air into the system. Not knowing what vehicle you have, there are various procedures to purge or prevent the airlock. The simplest answer is to make sure that there is fuel in the filter before or after installation, depending on the application. Check a service manual for your vehicle.
