A computer will be unable to play videos if it does not have the appropriate player and codec to decode the files. There are a variety of media players like VLC and QuickTime which are designed to play these files.

no you cannot turn it on without electricity or some type of battery but, no it wont work
Shut down your computer or if on your phone, turn it off. Make sure to log off.
Once you see your computer's desktop, your computer has already booted. However, this does not mean that all of your computers programs have already loaded. For some time after your computer has booted there are other programs that are still starting up. If you try to play a video game while these programs are still starting your computer will run very slow since it is trying to both run your game and start these programs at the same time.
yes but only after you download it into your computer, camera wont play sound

Mine does. Thanks for asking.
Videos on your computer play in jerky segments and skip a lot due to the speed of your internet connection.
because your computer is quality less
Only if it has a DVD reader.
* I think your computer has issues.
yes if you are good
it is either that your computer doesn't have the right flash player or software a lot of videos require flashplayer 8 or 9
It does not ruin your PC so you can play on it or watch videos!
Yes, you just need to make sure it can play the file format your home videos are in. I'm assuming the videos are on computer, not on a VHS or Video 8 tape.
