Because Apple has not fixed the bug. They probably won't. There are problems with the hierarchy. Apple knows about the problems. It just isn't fiscally prudent to spend resources on fixing those problems right now.

yes the podcasts should show up in your itunes library and on your ipod's main menu. if podcasts dont show up on the main menu on your ipod, then go to settings and customize main menu and make sure that podcasts are checked . ( you might have to sync your ipod again to get the podcasts onto it)
