There's a glitch where your steward refuses to furnish a certain room. Mine did that too. I don't know if they're making a solution for it, and I can't find one.

Get a follower from any tavern, bring him/her to your Hearthfire add-on home , open chat and the offer to be your house steward be be there. I suggest you give them very good armor & weapons, or they won't last long, with all the predators that hang around those homes.

Though I have never tried this, it has been suggested that killing your current steward would allow you to replace them. There might be a way of doing it with console commands where you could come out with everyone alive by using "kill", setting your follower to be steward and then resurrecting the old steward. But again, I haven't tried this. If you actually meant housecarl, the answer is no (as far as I know) because each one is assigned by the game to the house in their origin hold. If you would be satisfied with a visual transformation, you can use the mod "NPC Visual Transfer Tool" by ThreeTen found on Nexus Mods.

You can buy a house without any DLC. Go to your selected city and find the Jarl. You will have to complete their quests until they name you their Thane. They will mostly give you prerequisits for this such as helping a certain number of people in that city before you can purchase. Most houses are expensive and they vary greatly so saving up coin is a good idea.
