It could be a dead battery, or corroded or otherwise faulty battery connections. Cables not tight enough for example.
The starter motor could have failed.
The starter solenoid may have failed.
The starter switch may have failed.
The gear selector not in Park or Neutral.
Neutral Safety switch bad.
Other wiring issues.
Looking over the passenger fender it is alongside the valve cover at the top of the engine.
The starter is mounted to the bell housing on the right side of the engine as seen looking over the passenger side fender. It is below the exhaust manifold.

Looking over the right front fender on a V6 it is at the front of the engine on your right side.
Looking over the right front fender the alternator is mounted to the right side of the engine at or near the top.
Looking over the right front fender the water pump on a 1987 - 1990 Chevy Celebrity 2.8L v6 is to the right of the power steering pump. There is a cover over the serpentine belt with the belt routing on it. The water pump is below that. Real easy to get to, real easy to change.

If the Chevy Celebrity radiator is smaller that the Saturn radiator it might well overheat from not enough cooling capacity. If the Chevy Celebrity radiator is the same size or larger than the Saturn radiator I would think it would not over heat.
Looking over the passenger side fender the power steering pump on a 1984 to 1986 Chevy Celebrity is on the left side of the engine. On the 2.8L V6 it is below the level of the exhaust manifold near the bottom of the block. It is a bit of a pain to get to. On the 2.5L 4 cylinder engine it is on an arm off of the front of the engine below the level of the intake manifold.
On the V6 engine the power steering reservoir is on the firewall side of the engine below the level of the exhaust manifold. There may be heater hoses or wiring harness over it making the filler cap a little hard to see.
