If you are the server master, then go the computer that runs the server. In the cmd that launches the server, type without quotations, "op [name of player who you want to be able to use commands]" Repeat with as many players you want.
if you mean a bukkit servers plugin commands not working then it may be because they need to update there plugin or it may not be installed properly. If it is a normal server downloaded from the minecraft.net site then you should be able to use all the default commands.
You probs have Cracked Minecraft. I have the same version, but a server that will work is Serv.MCFaction.net Try that.
The server can't tell whether you're using TooManyItems. However, you need to be a server operator to use it, as it relies on commands like /give. TooManyItems should work with any server that allows you to use the /give or /i commands.
