It has either slipped off or is broken/cracked. You need to make sure it is on properly or buy a replacement belt.
Pull it out and fit a new one
There is no idle vacuum line on P/S. I don't know how you tightened a serpentine belt when their is no provision for doing that. The tension is controlled by the idler tension pulley. If you are referring to a normal drive belt, then set the deflection at mid point of the belt to approximately 1/4". Check with Chrysler for the exact specs on deflection.

There should be a drive belt from the engine to the transmission. Make sure that it is still there and turning. If it is not, something is wrong with the transmission. Also, you may need to hold onto the bar under the handle or make a switch so that the mower will move forward.

that's sounds more like the serpentine or power steering belt. Your timing belt is internal and you wont hear it but you will know when its broken... your car wont run.
Previous years it has been the drive train belt that would break and then the mower would start but not move. Now my son says it is the hydro state that is the problem and it is too expensive to fix. Has anyone else had this problem?
check the vacuum diaphragm for leaks. Might be a hole in the vacuum line.
once you beaten brock you can find a old dude and he gives you the rainbow wing you wont need the clear bell
check to be sure the routing of belt is correct
If your timing belt is broken you can definitly tell because your car will not do anything, wont crank, wont do anything. car will crank over but will not fire there is a plastic cover that can be removed part way to expose timing belt
