How did you fix this? We had ther same problem.
Keep pulling up. If your not sure try it on a different headrest.

Not necessarily. It can blow because the circuit was overloaded and pulling too much current. That would cause the fuse to overheat and blow.
It is possible there is a short circuit on your brake light circuit which is pulling the voltage down causing the gauges to go haywire.
It is not harmful but it dangerous.

Short of pulling the fuse that protects that circuit - no.
Just use one of the hot wires and cap the other. Since you are changing the breaker, the unused line will not be hooked to anything. There is really nothing to be gained by pulling new wire.
