Try Wiggling the steering wheel while you turn the key.
However, if that does not work it could be one of multiple problems. I have a Saturn 2002 L100, and just the other day I had the same problem. I tried to wiggle the steering wheel for hours and the key wouldn't budge. I called a locksmith, got them to make another key, yet that did not solve the whole problem. They had to take out my ignition and clean it because over the years, with the numerous times I had put my key in the ignition it got wore out and started to scrape metal shavings into the igntion. All of this would then be the cause of the rotater in the ignition being jammed and all they had to do was clean it, and it cost 100 dollars.
Try turning the steering wheel one direction or the other as you try to turn the key.
It sounds like your "Timing Belt" broke. Have it checked, if it's broken it should cost around $200 to have it replaced on your six cylinder L300.

You must push key and turn.
Disabling the keyless ignition security lock on a 2007 Saturn can be done by programming the security locks. Turn the ignition to run, without actually starting the engine, and press the unlock switch for eight seconds.
Turn completely counter-clockwise.......and pull out.
I believe you hold the trip odometer button while turning on the ignition.
Push the key into the ignition. To remove, push in, then turn towards you to remove the key. I do not know how to remove and replace the whole ignition assembly in case that was your real question.
Check the starter.
The battery & the starter turn the engine via the flywheel, but has nothing to do with wether or not ignition itself is functional. Verify is firing.
