WikiAnswers doesn't accept most punctuation because of the amount of alternates that could be created for the same question. For example, one question could be "What is (NH4)2SO4?" while another could be "What is NH43SO4?". This would cause hundreds of extra questions to be strewn across the site. Without punctuation marks there is less variation in the ways one question can be asked.
But because some punctuation is vital for the question structure, this policy may be changed in the future.

By not using their common sense. They feel that with the power that they have, noone has the right to question their authorities. It's a laissez-faire system.
