There could be a couple of reasons why a windshield water pump won't spray. There could be a clog or the pump has went out.
First check the reservoir to be sure it's not empty then inspect the hoses.
you may have a block in the line behind the pump stopping the fluid
No fluid or bad pump. Check the fuse.
out of wind shield wiper fluid or fluid is frozen
If you're talking about the windshield wiper spray, I don't believe there is a fuse for that, it is most likely the pump system or hose that connects to resevoir.
The washer pump is on the bottom of the washer reservoir.
The windshield washer pump is located on the water reservoir. Remove the wheel on the driver's side and then the cowling around the wheel well that is in front of the wheel. Once it is off, the windshield washer pump on the water reservoir will be visible for easy replacement.

Assuming the pump is good, just use a needle to unclog the spray ports. If that does not work remove them and place them in boiling water. This will remove and wax that has clogged the ports. Do not do this if they are plastic.
If the windshield water pump is not working either the fuse is blown, pump has failed and needs replacing, problem with the wiring to the pump, washer fluid level is too low, washer hoses are disconnected or crimped, or the orifices near the windshield are clogged.
It is on the bottom of the washer bottle.
Take a needle and clean out the ports wherever the fluid comes out. You might also want to check the windshield washer fluid reservoir for accumulated debris/sediment. It is sometimes necessary to remove and flush the lines carrying washer fluid to the spray nozzles.
