The fuel pump isn't primed. You fix this in one of two ways.
If you have a Mity Vac pump, unhook the fuel line going into the carb, connect the pump to that line and draw vacuum until gas shows up in the little jar they give you. Then hook the fuel line back up, fill the float bowl with gas and start the engine.
If you don't have one of these pumps, fill the float bowl and start the engine. Then start watching the fuel filter, which is empty when you started this. Your engine will start sucking fuel through the filter. Eventually, if you do this enough times, the pump will prime and you will get gas when you need it.
There was no 1969 "super beetle" only the standard. And which line are you replacing the hard line or the flex line?

The fuel pump on a stock Type 1 Beetle is located on top of the engine case to the immediate left of the alternator.
Remove the line that goes to the Carb. Carefully crank the engine over and see it fuel is being pumped. Just because the pump is new doesn't mean it was installed correctly.
To get the 2009 NPR started after replacing the fuel filter, simply start the engine.
Throttle.
You probably didn't prime the fuel system.
I would guess, it is starving for fuel. Start by replacing the fuel filter. If that does not help, suspect the fuel pump.
try replacing the delta pressure feedback sensor. this fixed my explorer.Or you can try replacing the relay.
Start with replacing the fuel filter.
as soon as you start the vehicle it should register
