You have something over the sensor on top of the dash that is blocking the thing from working?
The fuel shut off reset button is located inside the 1998 Buick LeSabre. It can be found on the firewall in the front passenger side.

My 2003 Buick Century also did that today and I couldn't start my car. Apparently the key for the ignition has been damaged somehow and won't let the car start. Try using your extra key to see if that helps.
The gears inside are stripped just disconnect the electrical plug on the side of the unit and leave it up.

Not sure what a fuel shut off valve is on a 2000 Lesabre. There is a fuel pump relay, a fuel pressure regulator, a fuel pump, fuel injectors, a fuel filter, but no fuel shut off valve.

On my mom's 1992 buick lesabre the same sort of thing was happening, sometimes heat came on, sometimes a/c and would not shut off once came on, i wound up changing the unit that has the push buttons and fan speed control , it's a complete unit and usally can find one on ebay.
Could be a bad fuel pump Electric or gas. Fuel Filter could B ALMOST completely clogged.
Change the oil and filter. Pour in 4.5 qts. Start the engine and run for 2 minutes. Shut it off, wait 15 min and check the level. Fill until it is full. You will then have your answer.

On a 2004 Buick Lesabre it could be a faulty (MAP) Sensor, Manifold Absolute Pressure Sensor. The car could start, run and drive, and when you shut it off it will crank but not start up again.

Headlights are on a relay. It may have fused shut. The relay maybe in with the fuses. Some have a delay going off which may have failed.
what do you mean interior lights dash lighs or dome light 1993 i believe have the sensor when it gets dark lighs come on automatically and dont shut off unless vehicle is off
It is possible that the headlights are activated by the alarm. If that is not the case, if it has auto turn on headlights the module can be going bad. Other than that I don't know.
The lights will go out after a few mins after you shut off the car...but if you want to turn off the Daytime running lights or the automatic headlight control, you have to pull either the relay or fuse for the DRL

i,m not positive but i believe it would be the daytime running light modual located on the passanger side in the engine compartment on the firewall right up in the corner. good luck
