I had that problem when i first got my 2008 Dodge Avenger. It was a manufacturer defect. I had to get a whole new gear shaft installed. Luckily my car was still under warranty and it was free of charge.
There is a repair package available from the dealer.
SOMETIMES IF THE STEERING WHEEL IS LOCKED YOU WONT BE ABLE TO SHIFT OUT OF PARK. TRY JIGGERING THE STEERING WHEEL AROUND.
my avenger does this when its cold out and it is becasue of the spark plugs need to be changed
Are you putting your foot on the brake ?
More info is needed. Could be a number of things. Battery, Starter, etc.

Align the shift indicator orreplace it. Your problem is strictly column mechanical.
shift lock is malfunctioning. you can bypass it there is a little "switch" on the side of your shifter for this purpose. that should help temporarily i believe there is a sensor to tell it when to shift out of park and that when this malfunctions you're stuck in park
Check for any obstructions in the linkage.
this happened to my 2006 Toyota highlander...look under hood...a piece of foam was stuck up under parking brake so it couldn't shift into park
my 98 had previously ran hot... stop and go traffic it wouldn't shift out of 2nd. once the car was off for about 10 mins it was ok a week later i had the trans flushed. its has been ok. Have the trans computer checked for codes. If it isn't shifting, the computer will set a code that will show why.
Check for trouble codes. Possible cam or crank sensor.
