Your CEL (Check Engine Lamp) Is staying on because the ECU has detected an issue with the sensors and/or engine. You will need to connect a code reader to it to see what exactly is the reason.

for the check engine light go to autozone and they will diagnose your engine for free as for the speedometer you will proobably have to replace the speed sensor
There are pages and pages of things that can cause a check engine light. You need to have it checked with a scantool. Then the code can be diagnosed and repaired.
