Several things could cause this. A weak ignition coil, low fuel pressure or a clogged air filter are among the more common issues.

Your cold start sensor could be at fault, get a new one
If it turns over but seems to buck & choke you may have the wires on in the wrong order. Did you do them one at a time? Does it try to start?
The camshaft is most likely out of time relative to the crankshaft.

I have owned Regals of many years...and when the crankshaft ignition sensor is going bad the car will not start...just turns over... when it is hot. If you let it cool it will start right up...over time it gets worse and more frequent until it won't start at all! Good luck!
