that has a lot to do with.if your heater core is pluged up you wont get any heat out of it.
Low coolant level? Cooling system airbound? Bad thermostat? Water pump not circulating coolant? Heater control cable not working?
Have you checked you heater control valve or heater core if working properly.

More than likely you will not have heat being the water wont be circulating through the heater core , When the hot water passes through the heater coil the air passing through the heater coil makes heat blow out the vents when you have selected a heat setting on your controls.
yes it can, but dont really recommend it. if your car starts to over heat and the heater core not there you can not use the heater fan to help cool it down, also if you live in an area where it gets cold you wont have no heat.

Sounds like 1: the heater core was never fixed or 2: the coolant system wasn't filled and purged properly. if the car is loosing coolant and overheating i would check the heater core. if its low on coolant or has air in the coolant lines you wont get any heat either.
