The horn relay is in the "convenience center" which is located behind the instrument panel to the left of the steering column. It is NOT convenient to get to. Once you get to it the horn relay is a plug in unit.

It is a length process that requires the removal of many screws.
The radio fuse is connected to the horn circuit, under the hood left/passenger side (15 Amp fuse)

Unplug the wire at the connector. 2, If it still has the safety clip remove it. 3, Use the appropriate wrench to remove the nut from the steering shaft. 4. Use a steering wheel puller to loosen then remove the steering wheel. Reverse the instructions to replace the steering wheel. Steering wheel retainer nut should be 30 ft. lbs. torque.
