It wont. They will only change when you increase/decrease the size dramatically as the wheel or tire. A one inch change wont make a difference.A more accurate answerIt's true that the size of the rim does not directly have any impact on the speedometer accuracy. But changing the rim size generally means that you'll be changing the size of the tire. The speedometer is directly affected by the circumference of the tire that is used. If you use a tire with a 10% larger circumference, the speedometer will indicate that you're going 10% slower than you really are. If you match the circumference of the 14 inch tire to the circumference of the 15 inch tire, the speedometer accuracy will not change.
if your horn wont go off its a short to power or faulty conector
well that's not to hard to answer. my truck did the same thing i replace the speedometer cable and sensor in the transmission and i never had that problem since. try that first and see what happens if that wont work then replace the speedometer panel in the dashboard.

IF the speedometer is not working it is because the computer is note getting a signal from the trans. and will not tell it to shift. Try replacing the speedometer the sensor in the tail shaft of the trans.
its probably something to do with your distributer that probably heats up which need to be replaced
Check for a blown fuse.
I don't know if this will help, but I had a similar problem and it was a short in the light switch. Because the alarm was wired into the light switch. I wiggled the switch and it started. Change it.
