Most likely your coolant sensor is reading incorrectly and causing too much fuel to be injected as the PCM thinks it's colder than it is. Unplug the sensor and check for corrosion on the connector

Q: Why wont your 1998 Saturn SC2 start It turns over fine but wont start and has been running rough when first starting i also smell fuel strong when i try and start it?
