It is very possible that you have lost 1 phase to your home. This means that one of the 120 volt lines ( you have 2) coming into your home is out. This could be at the meter or at the pole/ground transformer. Some of the appliances and lights in your home will work and some will not. An AC unit requires 240v to operate. So does and Electric dryer, heat pump, electric water heater, and some electric baseboard heat. You should call an electrician or your local electric company to have the issue fixed.
The relay sound is probably the clue. Try wobbling the headlight stalk, if the flickering stops it could be the switch at fault.
Could be a battery problem, discharged, dead or dirty/loose battery connections.

Hello, Hopefully this will help. If you push start your car and it starts and keeps running then the battery is the problem. The alternator is providing power once you acutally get your Camry started. As far as the lights flickering if it doesn't stop after you get a new battery then you probably have a open in the ligting system. While the problem is happening (the flickering lights) take a set of jumper cables while car is idling, take the black clamp from the alternator frame to the battery negative post. If the flickering stops, bad ground. If it still continues, take the red jumper and connect to positive terminal on battery, then connect to out-put terminal on alternator. If the flickering stops then you have a bad power wire in the system. If your car has a PCM regulated Alternator then you may have a problem with the PCM.

Because you are asking the battery for its full power available to crank the car's engine over. It could also mean the battery is weakened or weakening and requires replacement or perhaps recharging. Almost all the energy available is going to the start function.
You must start with electrical. Furthermore you can move to electronics. Electrical is the basis, electronics is the complement.
When you say "flickering", do you mean that they stay on and are constantly going a little brighter and a little dimmer? That is often the voltage regulator trying to keep constant voltage, but allowing one or two volt range. When that happens, the lights will change brightness. It's annoying, but without changing the regulator in the alternator it won't go away. They start flickering on and off after they've been on for about 5 min. The car starts and runs fine, I was told it was probably a relay..... I checked the fuses under the dash. Do you have any other ideas?

The lights are flickering Due to a high starting amp draw created by the compressor starting. This may be a problem starting with the compressor or maybe rectified by adding a hard start kit to the compressor circuit to reduce the starting amp draw. However there can be several reasons for the high amp draw. Some of the problems can be... Over charge of refrigerant, a capacitor that is getting weak, not enough delay between cycles, loose wires or bad connections or a compressor that is in the first stage of failing. In any case the charge should be properly checked and a hard start kit should be added.

Since the dashboard lights are flickering, it sounds like a possible wiring problem. Check all of the main wires from the battery to start with, then check the fuse box for any loose wiring.
