Probably the brake light switch is bad. The brake light switch is what sends the unlock signal when you step on the brake to move the gear selector.
If your battery is dead it wont come out of park. it has a solenoid that has to release ,if battery is dead it wont. hope this helps.

Assuming you have an auto box double check the car is properly in park (the P will light up red) the switch can get sticky. Push the stick further forward than usual and move the stick left to right.
SOMETIMES IF THE STEERING WHEEL IS LOCKED YOU WONT BE ABLE TO SHIFT OUT OF PARK. TRY JIGGERING THE STEERING WHEEL AROUND.
Making sure the car is in park, if it still wont come out it most likely needs a new lock cylinder.
Take it out of reverse.

I'm assuming by park brake you're talking about the emergency brake system, there is usually a 'pin' type setup underneath the vehicle where the brake handle is above it which can be pulled out that will 'release' the brake. Have a look under it.
If the trans has a load on it sometimes the shaft that goes into the park gear wont move. if on a hill get someone to push uphill while taking out of park if on flat ground rock it while trying to shift.
try putting your key into the park lock hole right next to the gear stick. it looks like some kind of key entry. This was my problem, but I jerked mine out of park.
