Moses did not need to choose (in Numbers ch.20), because God explicitly told him to avoid a confrontation with Edom (Deuteronomy 2:5).
Moses was speaking to all of Israel in that passage.
Moses never entered Israel. In fact, Moses never set foot in Israel at any time in his life, either before or after the Exodus.
In Deuteronomy chapter 2, Moses and the Israelites wished to pass through the land of Heshbon, but King Sihon refused them permission and refused to sell them meat. God told Moses to kill Sihon and possess his land, so that they could have passage. Sihon must have been a really powerful king.
Moses literally did nothing in Israel ... he never set foot in the 'promised land'.
The pharaoh refused to let the people of Israel go free, but then god sent the ten plaques on Egypt , and after the first born in every Egyptian family died pharaoh released them.
Aaron helped Moses.
Moses was speaking to the people of Israel, but he was relaying God's words. This is clear from Deuteronomy 29:1-2. The actual verse itself is Deuteronomy 30:19.

Moses did not choose any kings. Moses in his humbleness originally tried to run away from the job of leading the people. Moses didn't choose to be the leader, but basically, G-d chose Moses and he had no choice but to accede to His will.
