In communities where Quakers were not the main religious group, they were on the fringe of society because the views differed from the religion in the rest of the community. When the masses were the ones accusing witches because of some terrible event that affected the masses (ie weather pattern unfit for the major crops of a region), people on the fringes were the common targets.
