Why would a 1988 Honda accord lx rev over 3000rpm's and die replaced distributor cap plugs and rotor and its not the timing belt either anyone have a solution?

While it is revving that high, place your foot under the gas pedal and gently push up. If it revs down, then you need your accelerator cable adjusted.
