Why would a 1995 Ford Escort lights stay on even after the car is turned off usually after the car gets wet and you can only turn them off by pulling the engine fuse?

I would guess it's an electrical problem. Perhaps there's a frayed wire or something, that when it gets wet, completes a circuit to turn the lights on.
