Why would a 1995 Thunderbird overheat while city driving lots of red lights and 30MPH?

One or more cooling fans not working. Fuse blown, thermal relay bad, fan itself bad, or radiator partially clogged inside or on the front with debris.

I have a 94 and mine was doing the same thing. When I took it in they told me my thermostat was getting stuck and forcing all my coolant into the over flow tank causing my car to over heat. I was doing the same thing city driving nothing over 45 mph.
