The radiator fan is not working,or not working properly,or possibly the thermostat is bad.But,usually if the thermostat is bad the engine would still overheat even if you speed up,so I would suggest testing the radiator cooling fans.
Could be no air running through it such as sitting in traffic or slow moving
Most likely you have a short to ground in your in your headlight system.

For a laptop yes, it may overheat. The fans tend to be on the bottom of the laptop itself and kind of defeats the purpose of the name "laptop" because they advise you not to put on soft surfaces such as blankets or sometimes even your lap.
Coolant could be low, causing the engine to overheat. There are also a number of things that could cause overheating and the engine to shut off. Plus the ford tempo was an unsound car from the get go/
Some examples might be: If you were observed behind the wheel attempting to put the key in the ignition to start it. Or, you were observed sitting passed out behind the wheel of a vehicle who's engine was running.
