Why would a 1997 Chrysler town and country be stalling and acting like it is having power surges and when the battery cable is unhooked it stalls also?

I would check the alternator first. You can bring the alternator to most auto part store and they will check it. Most of the time it is free to check. I have also read that there is an engine fuse that will blow. It`s a 20 amp fuse that is located in the box under the hood(right side of engine). Try those two, and good luck.
