Your inside blower motor is most likely bad and if not then check the capacitors and the wiring, but I would go with the blower.....
Possibly. A bad blower motor resistor would cause the blower motor to either not function or function only on one speed (usually high speed). The air conditioning system is probably set up such that if the blower isn't functioning at all, the air conditioner won't function. Otherwise the air conditioner would overheat.

The blower motor is probably busted, or the blower speed switch could be busted as well, if that isn't it could be a fuse for the blower motor I would check that first and save your self alot of time and money.
You don't have to. but you'll probably regret it if you don't. Dust will build up inside the blower and the ventilation pipes. Also, the house will be a lot dustier than it would be otherwise.
