My tracer requires a new serpentine belt every couple of years. It stretches and allows
the tention pulley to rub against another part. I'de check that first but it may any of the parts the belt goes to.

On a 1997 Mercury Tracer : The AUTOMATIC transmission fluid dipstick would be on the side of the transmission ( transaxle ) in the area of the brake fluid reservoir . The manual transmission ( transaxle ) does not have a dipstick

there is probably something wrong with your fuse box or dashboard electronics i would take the car to an auto electrician and ask the to take a look at it
