We replaced the camshaft it solved the problem. It was located at the back of the engine, at the top and is held by just one screw.

Answer If I was having a problem with high cylinder pressure. I would start with checking for a restriction in the muffler. I would unscrew the muffler and take it off then recheck the compression. If it is still high then check to make sure that the exhaust valve is going up and down and that the exhaust valve port is not restricted. That is where I would start. Good luck.
