No It would not unless beside that plenum on your block is a crack in your heads and your leaking coolant or even leaking internally check head gaskets
If it's overheating, then it might be several things like: low coolant level, improper coolant mixture, faulty fan on the radiator, or it's relay that controls the fan. Or maybe even the water pump is on it's way out.

If you're stuck in traffic and your water is low, even a little, it will overheat... or your thermostat is not opening all the way. Or your fan is not kicking in at temperature. Make sure your antifreeze is properly mixed, beause it is a coolant, too.
Low coolant level, or the cooling fan(s) are not energizing due to a bad fan motor, sensor, or relay- maybe even a broken wire. Engine coolant temperature sensor will cause that everytime... more likely than anything else because it only does it when stuck in traffic or stop sign to stop sign and not on open road.

Check to see if there is coolant on the engine block. It is common for the Monte Carlos, along with other GM cars equipped with the 3400 V6 engine to experience leaking intake manifold gaskets. A leaking intake manifold will cause oil to leak into the coolant system and even worse, for coolant to leak into the oil system.

If a coolant leak were caused by brake work, I'd never have that person work on my brakes - ever. Just the brakes, I would think it highly unlikely that it would result in a coolant leak. If they were replacing the master cylinder, then I could see a possibility of someone inadvertently causing a coolant leak, but that would still even be a stretch.
