heater core may be partially plugged up or the heater hose may be collapsed so that in motion the cold air can contribute to cooling the small amount of coolant reaching the heater but at a motionless idle the warm engine compartment helps keep the heater producing warmth

Plugged heater core maybe. Maybe the thermostat. Coolant keeps your engine cool under duress. If the thermostat is stuck open, the engine is staying too cool. Your heat is run off of your engine temperature.


If your '99 cougar doesn't blow hot air what might be wrong with it?

The Problem is not in the heater core, there is actually just air in the coolant lines that prevent the thermostat from closing and functioning properly To fix it you must bleed out the air. On the back of thermostat housing is a hose with a splice in it. You need to remove 1 clamp, pull the hoses apart and open the overflow tank. When you first separate the hoses you should hear air escaping. Once coolant is flowing from each hose put them back together and your heat problem should be fixed.
