My 6.75hp Briggs calls for 30wt, so I would make a reasonable assumption that the 6.5hp calls for the same.

Typically this is caused by a bad seat safety switch.
The Briggs and Stratton push mower tune-up kit includes a pack of Stabil, 18 ounce bottle of oil, spark plug and air filter, so the correct answer would be 18 ounces. Always check the oil level level after refilling. According to Briggs & Stratton website it takes 22 ounces. If the engine is equipped with an oil filter add 4 ounces.

There is not such conversion of displacement to HP. You have what is basically a 17 cu. in engine and that would seem to be and 8 to 10 HP engine in an OHV configuration.

The most common reason would be the ignition coil is bad. The worst reason would be a broke rod, but you should be able to a rattle inside the engine where the broken part is knocking!
It is around a 5 hp. *this is incorrect: the ones they sell currently would be more in the 7.5-8hp range, seeing as an equally featured 190cc briggs and stratton engine is 6.75hp on a lawn mower the additional 15cc bump it up to around 8hp.
Depending on the model, it could differ, but the most common would be the champion CJ8 spark plug, or similar, double check at your parts store before you buy.
I'm going to say no, that would be like putting a Briggs and Stratton in a '69 Camaro...
