The fuel pump and power windows share a grounding point located under the drivers side kick panel. These ground wires corrode over time and the poor connection is made worse when you use the power windows.
Remove the wires and sand the metal clean. Remove all corrosion on the wires and use dielectric grease before re-assembling the ground connection.

If the windows don't go all the way down, it is likely they are designed that way because of the shape of the door and can not be fixed.
that depends on if you have auto windows or not. if you do then there should be a couple of screws on the inside door handle. unscrew these and then all you should have to do is unclip the panal from the back.

If all don't work - check the fuse in the power distribution block under hood- If only one is out check to see if the motor is getting power - if so probably a bad motor if not probably a bad switch or open wire
