Not sure what you mean by a "center-shot". The Model 512 is a .22 caliber rimfire rifle. This means that the rim of the cartridge case is the primer and once the rim is struck by the firing pin, the primer mix then ignites the gunpowder inside the cartridge case causing the bullet to move forward.

WCF or W.C.F. stands for Winchester Center Fire (Sometimes seen as Winchester Centre Fire). This differentiates a center fire cartridge (the firing primer is in the center of the cartridge base) from a rim fire cartridge (the firing primer is in the case rim).

Gas released during firing cycles back into the action through a gas tube, and this gas pressure pushes back on the bolt carrier, extracting the cartridge, ejecting the cartridge, then starting the cycle again by feeding another cartridge from the magazine.
